Non-delivery of refill, book17/06/12

My consumer no-R-16273 dealer-RAMKRISHNA GAS ENTERPRISE, book refill on17.06.2012.against sr.no.4279.But fefill not supplied in time.somany times i enquired but no reply. Previousli i lodge complaint on feedback system on indian oil, but all in vain.there is no such activity against the feedback system.what the situation like indian oil corp. till now gas not supplied.probably the dealer want bribe or extra money to supply refill, otherwise what cause behind god knows.
