Without sealed supplying refill gas cylinder

I am a LPG Indane customer with Verma Gas Agency, F-6, Pal Market, Mandawali Delhi- 110092 my consumer Number is M16546 I have booked for a refilling my gas 15.12.09. As per the agency the refill should provided with PROPER SEAL TO customer. I have refused to take without sealed cylender as per customer authority and as per rule of govt. of india. In this time when I was not available at my residence during office hour, vendor came to my residence then he gave without seal cylinder to my wife she refused that than vendor speach non-official words to my wife, as a lady she ask me about this and I mailed your.

I hope that you have take proper action against vendor along with gas agency manager.
