Not sufficient refill cylinde

I Sk.yakub Ali, at-mangalpur, po-punanga, dist-jagatsingh pur, I have a inden gas connection fro my consumer number is-DSMS3645TJSCB416745, when I am going to refill my cylinder, he alwys refuses me that we have no sufficient gas you have to wait for 3months to 4months for refilling. also he is not giving my saledid certificate,

So, what will I do, will go I for consumer court for my difficulty or go for a new connection from HP gas?
