Making compalsary of buying the gas stove with the new connection

Dear consurned as i went to the one of the Station of Indian gas distributar of Ghansoli for the new connection they said i have to pay Rs.4700 but when i said that i have already gas stove at home which is ISI mark and whch is recogised as per the rules but on that they said it not possible if i need only gas cylinder and if i need then it will take 15 to 20 days for that but before that when they were not aware about that i have gas stove they were saying that for whole process it will take only 3 days and my gas will be at my home.
