Delay in transfe

I have transfer from bangalore to Ludiana. On 10th feb i Visited Indian Gas delar Avtar agency and submitted documents. Till date they are delaying in transfer. Every day they are givening different exuses, Owner of that agency will come after 11.00 am everyday or he may not come. Tranfer wont be done if he doesnt sign the document, They Had called me and told me that you can come and collect the trnsfer documnts and cylender on friday. But when i went htere staff told that owner iis on leave and he wont me coming till monday and documents are with him so come on monday. Today again new excuse that they dont have stationary so come after 3 *4 days. They dont have complain register with them. What to do.
