Indian gas delivery boys

Hello this is deepak from warasigude studying btech final year .the indian gas delivery boys are supposed to give my new refilled cylinder and take the old once but he is demanding to bring the empty cylinder to other street and said to take the new once .when i asked him about. and told him that this is your duty to collect the empty gas cylinder and install the new once he ignored my words and said to collect the gas from gas station.and the behavior of the delivery boys are very rude.plz take a serious action.
