LPG distributor is not carrying weighing scale during delivery

Espected sir,

Gharonda gas service, who is authorised LPG distributor in our area. his delivery boy is not carrying weighing scale with him during delivery of cylinde. is it not mandatory for them to carry? on complaining he told we are not going to carry.
