Misbehaviour of TTE

I frequently use Indian Railways for my travel purpose. I had a bitter experience today from the ticket examiner of AC Chaircar C1 of Vanchinad Express - 6303.
The train was 50 Min late to reach Quilon and it was too tought to get in to the train because of the heavy passenger turn out. I managed to get in to the C1 coach and requested the TTE for an upgradation of my ticket. He refused instantly but seeing few seats vacant, I requested him once again whether he can accommodate me since all other wagons are jam packed. But I was stunned with the way replied to my query. He shouted and told me "There is no seats availble, do you want to sit on my head? Do leave the place fast..." He humiliated me in front of other passengers.
I have just one query to the department. Do TTEs have any power to misbehave to passengers? If I have done something wrong, he can punish me with a fine or take me to the court. Misbehaving cannot be entertained at any cost.
Such TTEs are really damaging Railway's image. I request the authorities to warn this TTE and advise him to how to behave with passengers..
