Misbehavior and unorganized work by Counter Clerk

Dear Sir/mam,

I am a student of FDDI Noida. There is a railway reservation facility near my college. I went there for reservation on counter no.- 535, the counter clerk was Mr. S.C. Verma. I was in queue and found a lots of time is taken by the counter clerk. I walk near counter to ask about the problem but I found some agent gave him a lots of reservation slip and he was busy to reserve agent's slip, when I object to do he fired on me and gave me threatening and leave the counter before 20 minutes to close. After 7-8 minute, he came to counter. May I ask railway is this the way to do a work, why railway pay for this type of employee? Is he capable to do a railway job which is for public service not for self service.
