Promotion from guard to office

My father was working as a sinior passanger guard and they have clear AOM officer exam thrice times they have high qualification and also get high marks in AOM exam but he was not selected to AOM and so many persons are their which have not good qualification but they are selected for post of AOM . One person was their in WR that have get 3 promotions in 6 years only and my father does not got any promotion. He clear the AOM exam in second time and they have been selected .and at this time it was ARO . So that why he was selected for the post of ARO .and this person does not having higher qualification and does not have high seniority so why he was selected for the post of ARO. Why my father does not selected as AOM . I am requesting u please take some procedure against that person
