No proper facilities in 3A compartment

While traveling in 3A compartment of train no 2168, there was no proper facilities provided to us. The PNR no is 211-0172527. People were boarding in the 3A compartment without a proper ticket and were halting at there destination. The TC came just once for checking throughout the whole journey. The dust bins were full and nobody came to clean them while the journey. Then what is the use of traveling with a ticket in a 3A compartment.
