Corruption by TTE

I boarded the train "12377/PADATIK EXPRESS" with a RAC ticket "PNR No. 6355405309". Another passenger boarded with a RAC ticket from Malda. We had to share our bearth the entire way to NJP. On asking the TTE if another bearth is available he simply said no. But other passengers who boarded without ticket were comfortably sleeping in their breaths. Then what is the big deal in buying a railway ticket if the benefits without ticket are more lucrative. aren't RAC tickets supposed to get first preference of empty breaths?
