Not issuing NOC

We have obtain a lone from TML Financial Services for a car we have deposited advance chaque to them but by their mistake one of the chaque was not presented in the bank then we paid that amount by cash and proof of not presenting that chaque our contract no is 5000044019and coustmer no is 2000147478 they assured us that no panelty will be charged at the time of NOc againest this chaque but now as we deposited all the balance amount they are asking for panelty for that chaque please look into this matter & order them to release our NOC
