Attempt of theft in check-in baggage of AirDeccan

Air Deccan is fraud n chore. I have experienced an attempt of theft experience while traveling to Air Deccan. They broke the baggage lock in my check-in baggage and on top of it they are not responding at all...

If someone can help me I want to make this legal so that other ppl won't suffer from this air line which spoils our country's image.
