Most Corrupted Dept

Most corrupted & M***** Ch** dept in India, I had tried several times to made ticket on IRCTC & with Railways but it always shows waiting & no reservation... all employees in IR & IRCTC are corrupted & stupid, but at station we got black tickets for the same in very high amount, I dont know what is goverment doing on the same. M***** Ch** & Bh**** dept with their employees.
