Non delivery of gas in 20 days

My consumer number is 25706. I booked a gas on 3rd february from Ashoka stores, CR Park, New Delhi on the 3rd feb. However the gas is not yet delivered. Their land lines never work. I have already made two visits. Please help. BPCL web site for registering complaints is not working. Customer care line no one picks up. What is one supposed to do? Any help in this regard will be appreciated.
