Receving Bribe

Hi,

Don't know weather it helps me in writing this or not, but still i am posting this. I went to Police station to give a complaint regarding my loss of my vehicle RC book and SBI ATM card. I wanted the acknowledge form from them, i.e a copy of complaint. They took Rupess 300 from me as a Charge for the complaint. Should i have to give this money. Is it a bribe. Why don't government work on these system. Why the government keep those MF who took bribe. They just don't hesitate to ask the bribe inside the Police station...!!
