Lost Baggage on Jetairways

I have travelled on 4th of June from Abudhabi to Bangalore Via mumbai at the check in in Abu dhabi i checked my baggage with a weight of 9 kgs and when i reached mumbai to my horrow i found the baggage missing afer inquireing with the jet air staff they just did not even think of searching for the baggage but gave me a receipt and told me that the baggage will be sent to bangalore after a week they called to tell me that my bagagge can t be found and they will compenensate me with 20 dollars oer kg which comes to Rs 9000/ but the i am not accepting the said amount as the thing in my baggage is worth more than Rs 9000/ also the trauma i had since i was left with no clothes or personal items after i reached after many email s from and to they have decided to stick to their terms and i am with mine, any tips as to how i take them to court
