Paul Philippe watch

I have travelled by Jet Konnect (10;15 am) flight from Hyderabad to Bhubaneshwar on 27th May. Aboard the flight, they gave me a scratch card, which "won" a Paul Philippe watch at a "discounted" price of Rs 599/-. I fell for it and bought it at the AVA counter at Bhubaneshwar airport. After coming back from Bhubaneshwar to Hyderabad, I opened the pack only to find that the watch is not working. I tried to search for Paul Philippe dealers on the Net. There were no results.

Why is the Jetairways a part of the fake racket? Why is the Govt. of India allowing such products to be sold at AVA counters of its airports (I have seen that there are many victims like me, who have been cheated by AVAs at various airports)?

I would like action to be taken against Jetairways and AVA of Bhubaneshwar. I also want my money back along with damages, that are applicable.
