Car RC not recieved

I have purchased tata vista car from Kapoor Autos on 24th feb. As pewr new guidelines, car RC and number has to be applied at the dealership itself. I also applied the same with them and paid full money to them required for Registration certificate. They gave me temporary number (for which they charged separately) and told me that i shall get my RC in one month time. After one month they gave me my permanent number with a paper certificate which bears that i have paid amount required for registration. But now after more than 2 months, i still have not got my RC.I find it very risky to travel on road without RC.
