Non Supply of Refil

I have booked for refill cylinder on 19.08.2010 with KLEEN GAS, UNIT-III, BHUBANESWAR. Till date I have not been supplied the same. No body is responding the telephone and when we go to the office of the Gas agency, it is found closed. How can I get my refil?
The dealer is not accepting fresh booking of refil within 15dys of refil supply, which is normally supplied at a span of 20-25 days, means a consumer cann't get a refil before 34-40dyas even though he might be having a double cysinder connection. Why? Is there any fixed rule for this?
