Lpg gas cylinder

I stay in Chennai, Eldams Road, My gas agency name is navaneetha lakshmi gas Agency in teynampet chennai. few months back when I opened the new cylinder some sound came from cylinder and i made complaint . the mecachnic said due to washer problem and he changed the cylinder. From then onwards I used to tell the delivery boy to check the cylinder when he comes. This month, (Feb.2011) when he came with the new cylinder I asked him to check but he said he had already checked and kept. today when i opened the cyliner (ther is no seal) in cylinder, and sound came from the cylinder. and I am able to lift the cylinder easily. My no. is 47063. I doubt the cylinder has been already used somewhere else
