VERY LESS MILAGE AND STARTING TROUBLE

I Purchased Mahindra Rodeo two wheeler from SETHI MOTORS AURANGABAD MAHARASHTR in 09/06. Till date it has not given me the desired mileage of 45km/l despite repeated requests to Sangam work shop, The current average is 20 to 22 KM/Liter. While company claim MORE THAN 45 km/Liter. Who is responsible for this mileage and what is solution to resolve this problem. The Two wheeler's detail are:-
