Excess in average

I bought mahindra rodeo from HK motors (maninagar) at the time of booking they told it will give an average of 55kmpl but after few weeks it just gave 25kmpl only.after 1st service the digits didnt changed.its wheel base is also very low. its petrol is sometimes evaporating from the sides of the petrol filling nosel.
