Non Availabiity of spares

I visited M/s Libra Automobiles for buying Fly wheel of Maruti Zen, when we confirmed from Store was in stock, how ever they denied to sell the same, when asked for complaint book they said no complaint book is available, When contacted the works manager, Mr. Sunil Kumar, Mobile No. 9914828333, he repeated the same & he further guided us that we should pay rs. 50/- as stationary charges & get the job card made & parts will be issued to you. which he again refused,

i again asked for complaint book which he said is not avaialble with Libra automobiles

hence i am writing this complaint.

Customer should get spares directly if he want to purchase

secondly complaint book should be available on demand

He should not misbehave with customer like this
