Smart card for Bike not recived

I had bought my bike from MP Motors in Wakdewadi, Pune on May 3rd 2011 but I have still not got my smart card.

I keep calling them to enquire about the same but they always say that the person is going to RTO today/tommrow to check, so we will let you know. but its been 7 months now and I have'nt recieved it yet.

Is there any way that I myself can check in RTO? coz these guys are just lying everytime.
