Traveling without ID proof because of pick pocket levied fine also

I was travelling with E ticket and also with my ID proof but while getting down some body stolen my Pocket in which i was having my ID proof (Pan Card). I came to my notice when TC asked me for my ID proof, ticket i was having in bag so i gave him but ID proof not possible because of that bloody theif.

TC charged me fine i paid that fine with available money in Bag, please suggest is it possible to get back that fine which was charged to me.

and please do something for poor village people also because 70% of population of India is staying in village and out of that 70%people 75% not having any ID proof ask by railway, so either improve ticket booking facility or issue id proof to all Indian. railway can improve by attaching photo of that person who is not having his ID proof with him, so villager people can be benefited of your E ticket facility
