Handwritten CVM coupons in emergency

I was traveling by local train on 01.10.2010 from CBD-Belapur to Wadala Road. I have to attend and visit my nephew who was hospitalised with BPT Hospital, Wadala, Mumbai. Hence, I have not punched the said coupons and made handwritten endorsement on the coupons of the sufficient ticket amount i.e. of Rs.13/-. At Sanpada Station TT Mr. S.S. Bhogale, (Last Digits of Identity Card is 3465) asked about the ticket. I have shown the said handwritten coupons. Mr. Bhogale told me to get down at Sanpada Station, I explained the situation. Mr. Bhogale again told me to get down at Vashi Station but, again I have explained the situation. At that time he called me to pay the penalty and he had issued me Excess Fare Ticket No. F484668. I was compell to pay charges of Rs.262/-. I was not ticketless passenger the coupon punching machines are always out of order ordinarily. At Thane station complaint was registered for faulty / defective / out of order punching machines. Reply was given after 1 year. While returning from Wadala Road I observed 3 punching machines were totally damaged. Hence, I was unnecessarily compell to pay Rs.262/- because of the shortcomings, imperfections and material gross negligence on the part of Railway Department. I was defamed in front of all other passengers traveling in the local bogie and everyone is doubtful in the eyes of the passengers of my image, having no fault in my part. Hence, the Railway Department is called upon to pay Rs.262/- which was illegally collected from me, and also pay Rs.5, 000/- towards the defamation, mental pains, for physical agonies to travel from Vashi to Wadala Road standing. I further complain taht, the assets of the concern TC Mr. Bhogale be kindly enquired in comparison with his earning sources through Income Tax department. Copy of this complaint is also forwarded to Income Tax Department, Mumbai.
