Booking Additional Luggage

We regulary carry with us printed non commercial, promotional materials which are carried personally in small rolls to New Delhi in train. we are advised & warned by railway police at New Delhi railway station to submit a Luggage ticket since the material does not fall under regular luggage specifications and ideally be paid for as extra luggage. We have repeatedly requested the station master, nabha to issue us the additional luggage tickets but he has refused citing the stoppage of the train is very less at the station and asked us to visit a nearby station that is atleast half an hour away. the actual reason being the Station mater is responsible for issuing the luggage ticket and he is normally absent from duty at the time when this train arrives and departs.
