Taxi Driver refusing to travel

I wanted to travel from Cuffe Parade (opp icai institute) to Ballard Pier, taxi driver with veh regn no. MH01JA2140 refused to travel. I have heard that this is public transport and the drivers cannot deny the passenger, but this happens every now and then.

Can some action be taken on this. Please confirm.
