Demanding extra amount for new connection

When I visited at gas agency for new connection of LPG domestic connection, One staff said that you have to pay Rs.4200.00 for single cylinder or Rs. 6500.00 for double cylinder. when I deny for paying such big amount, He refused to give connection saying that presently no cyliner available for new connection, you come after one month. I would like to know, what is actual cost of single Cylinder/double cylinder connection charges as per IOC company rules and why such big amount demanded by agency. this is regular practice for this agency.
