Unfair charges levied by om packers

I shifted from Bangalore to Pune and transported our household items by Om Packers and movers Pvt. Ltd. They charged me INR 9000 for the octroi charges but when I asked about the octroi receipt for the same than they denied to give. I inquired about the octroi rates and I was shocked to know that maximum octroi levied on household items is INR 120. I asked Om Packers to refund the same but they bluntly refused. I hereby want to appeal against Om Packers and demand for the octroi receipt and if found of INR 125 than refund me back.
