Non receipt of Vehicle registration book

This is to inform you that we received an envelop said to be containing our Registration Book but it actually carried some other registration certificate and not for our Vehicle.

Secondly :

I visited the RTO on 1st June at around 2.30 pm and saw The Chief RTO personally and He was very kind with us - he even guided us to Window No 3 for getting our RC book. Window No 3 did not have our RC book and so I asked what can be done - The clerk on window 3 guided us to the officer in Room No 9 - Waited to see the Gentleman for 30 minutes as the people in the Room said its lunch time and will be completed by 3.30 pm. Till 4.00 pm no one turns up.(might be busy with the work in other place).

Went back to the clerk at window No.3 and explained the situation. He was very kind to take me to the Head clerk. The Head clerk was kind enough to offer me a seat (Thank God). It took him around another 45 minutes but ultimately asked some one to prepare a certificate kind of document giving all the details of my vehicle. He also said that this is a valid document.

Still i do not have the original RC book or RC card which is not acceptable to RTO i believe!!!

I would appreciate if some one would intervene for me and get me this RC book which is very very important for the owner as well as for the department.
