Illegial Parking

I would like to complain about the illegal parking outside Windsor and Aditya mall in indirapuram ghaziabad. The parking is illegal and even touts are charging money with the help of Police without proper justification (No legal dress and false parking slip and promissing car owner that if anything wrong then will pay the money, even after asking them they said police told us to stop the car thefts. But they divide money between them and give some amount to Police. These people are more responsible for car theifts. Please help to remove the parking and punish the people involved. also i want to knw if there is a direct number where we can dial if we want to complian on the illegal parking.
