Unable to book for LPG refill

I am unable to book for LPG re-fill on INDANE NO.1260 as my consumer no. 19754 is always found booked already, but the cylinder is never delivered at my address which means that the dealer M/S PAYAL GAS is booking on his own and selling in black market. Their other landline numbers are never attended upon. Booking through SMS also fails as I always get the message that my consumer number is already booked. I am a Seniour Citizen and my residence is located in Bhola Nath Nagar, Shahdara which is quite far from Kashmere Gate. How/ where do I book for refills?
