Post man asking for bribe to deliver letters

Postman is not ready to deliver any letters which come from RBI (Speedpost). he is sending all back saying no one is avaliable and openly tells us to give him Rs. 2000 for delivery of letters.
He says if you don't give I will keep sending your letters back.
