Charging extra for payment thru Credit Card

Dear Sir,

I would like to complaint about a dealer from whom I bought a Honda Activa 2 wheeler for my wife. The scooter was purchased in the month of March after the budget was announced. In the budget the was some tax which was 10% for the current year & increased by 2% to 12% for the next financial year. But the customer charged that 2% extra in the month of March itself & failed to produce any document which had any directives to charge extra. Also I paid thru my credit card & the dealer also charged 2% extra for card payment, but again failed to provide invoice for the full charge amount. Now let me know what action can be taken against this dealer.
