Not issuing ticket at 30 mins before flight time

I had booked a ticket for Air India AI-510 Departure: Sat, 12 May, 10:50 Chennai (MAA) ConfirmedArrival: Sat, 12 May, 13:20 Cochin (COK) JY3HH and had reached the check in counter at 10.17 but the counter was closed. i had booked the ticket from yatra and no where was it mandated that the counter closes 45 mins prior to departure. I was later told that the tax would be reimbursed but the tax is shown in the ticket as 0 Rs.. Surcharge and fees: Rs.1, 971 and base fare Rs.2, 300. Very bad experience from the airlines!
