REFUND OF AIR TICKET FROM TRAVEL AGENT

Dear Sir,

I had booked air ticket from varanasi to delhi for 2 person from make my Trip. the payment was done thru credit card. but amke my trip was unbale to issue ticket due to technical reason best known to them.now since 30 days have passed & still i am yet to recieve my refund. i had followed with them via mails, telephone but still refund not recieved from them.every time i am ssured that i will get refund in next 48 hrs. as per make my trip they had refunded said amount & i shouold contact my HDFC bank. but as per my last & current month statement refund not reflected into my account.

pls guide me to file case under consumer law.
