Delivery Is not made and not getting propper response from the company

Hello,

I am kalidas Kahane living in pune. I ordered a goggle from BagitToda.com site on 17th January. the Order number is "1001839083". As per the email the order should have been dispatched within 2-3 weeks. Its been almost 2 months I have not yet received my order. On 1st March they dispatched the order through Blue Dart but without paying the Octroi amount. Now the shipment is sent back to them by Blue Dart giving the reason of Octroi. I contacted BagItToday now they are saying it will take another 2-3 weeks to dispatch the order.

Please can you tell me what action can be taken against them.
