Non delivery of online purchase

I placed an order for a cricket cap on 03.03.2010 with India plaza online and sent a bank D.D. for INR 237.00 on 04.03.2010 by Regd. A.D. The order is for some Mercado Online, which very well may be Indiaplaza's own subsidiary etc. and the payment also went in their name. Mercado Online DO NOT have any contact numbers except one 80-25270906 which also seems to be that of India Plaza. I have been trying to call that number but no one picks. Each time I write to them, they revert with a SMS saying they have replied and I may check My Account on the site. And My Account says nothing except " ready to ship " for the last over 7 days while earlier the status was " pending for authorisation"! No where and never have they mentioned any time limit for delivery and they DO NOT specifically reply to a customer's complaint. I have told them to cancel my order and return my money, but they are silent.
Such Companies MUST be barred from doing Online business. They or thier vendor etc. have got my money and not even bothering to let me have a specific reply or update. They are sure a fraud who use people's money for their own benefits. Where is money? Who has got it anyway? Why this India plaza have allowed Mercado to be on their site while they have no contact details at all? Who is responsible for the amount of mental harassment I have undergone and still suffering from the same?
Why should their trading license not be cancelled and they barred from trading on internet? They have got my money and using it.
