Non refund of security deposit

The company has not settled my accounts and not refunded my deposit. It has been almost 3 years and the company representative Mr Ravi has not been returning calls and has not been accommodating in solving the issue. Have submitted all relevant details more than 3 times however they are not having any intention to clear my accounts and refund my remaining deposit. They are also arguing about their commissions promised by their partner. The commissions promised were 23% and know they say it is only 4%
