Compaq 6710s
Adapter is not working

I am a juicial magistrate now posted as jm 2nd court, uluberia Howrah and got a compaq 6710s laptop of HP under the e-court project of supreme court and the hp has a contract with the govt. for servicing of the same and now the adaptor of it is not working. and I therefore seeking its early replacement as my judicial work has been hampered for its absence. I can not find any official complain board of hp to register the complaint directly to the HP. Can anyone help me?
