Online Order Commitment Not Fullfilled Due To Price Change

I booked Dell Laptop through their online booking system on 3rd Feb. They acknowledged the order with message " One of our sales representative will be in contact you within next 24 business hours on telephone number you have provided below". They never called me. Today i.e. on 8th Feb I contacted through customer care number they said your order will be supplied Only against Upward revised price as per enclosed New Quotation. I think this is not a business. My Internet Ref No is IN0000-4431-51379 dt 3.2.10.
