Non Delivery of product

I am using Dell laptop whose battery adaptor needed replacement. I contacted DELL India Pvt. Ltd., Bangalore. Mr. Kishore Subramany, India Consumer Support Specialist of Dell informed me to pay Rs.1550 in advance and delivery was promised within 3-4 weeks. I placed the order along with advance payment on July 28. Till now, even after more than 7 weeks, I have not received the adpator nor I have been informed as to when, if at all, it will be delivered.
