Elated to joining

I receive a call from neha sinha senior hr executive of E- solutions noida, regarding opening in US staffing. I appear for interview, which is taken by one of the manager. and after that she told me that you are selected and you have to join immediately. As per the given date i join that company she also mail me offer letter and salary letter, first day one of their manager after having discussion said ok now you are in my team, you please leave today and come from monday. on monday after sitting 4 hours in their company the same hr person neha told me system is not ready it will take 2 or 3 more days you please leave now i will give you a call. but when i didn't receive a call or mail from their side, I write a mail to neha regarding this matter and she reply me through mail and the matter of mail was I am extremely sorry that manager is not in India and we didn't required any recruiter. and on the same time they are hiring recruiters I notive this thing.

And after that they didn't respond to any of my email. so, i just want to ask if they dont need any recruiter than why they hire me, why they do such type of drama, and they find me suitable for the job that's why they hire me and how they simply say please dont come to the office we didn't required any recruiter. is this the ethical way. if they give me chance to work for them and I i didn't work effectively than they have the right to do such type of things, but without assigning any work how could they judge.
