Cheated by this Company and not returning the money

I had been cheated by the Company named "FOCUS SOFTNET". I have started a new business of Computer Hardware and software in borivali. For the accounting and Stock maintenance i had purchase the software from this company and they agrees the changes which i want in software. After making 50% of Payment they had started service at my home because i am working from home. On first visit their person heisted to give service at residence and they stopped suddenly. After several follow-ups one person visited, but the software which was installed is not as per our requirement. We had contacted their Directors for this nonsense and demand for our advance to be given back. But he refused. After getting the history of this company from Hyderabad, this is the no.1 cheater company who always give the false commitment and never return the money of customers.

As i want launch the complaint of it in Consumer Forum, kindly guide me for the procedure.
