Asking for money by HCL service center without repairing the laptop and return it witout repaired

I have bought a HCL laptop 2 years back. I have given that laptop for repair to HCL service center at Berhampur on around 20 days back (i.e probably on 1st October). Till 21st October the laptop is not repaired by the service center. It has asked us to pay Rs. 1800/- as service charge (Rs.750) and parts cost (Rs.750) to open the laptop and take the laptop without repair as it is not be able to repair it. It also told to give the same laptop to service station at Bhubaneswar for repair. Since, the laptop is not repaired by the Berhampur service center, how can it ask us to pay approx Rs.1800/-? Even If I will pay Rs. 1800/- to it, again I need to pay for the repair including service charge at Bhubaneswar service center. Why should I pay double time for the repair of same laptop?
