Non receiving of laptop offe

This is K.E.N.Prasad, I took HP laptop in Visakhapatnam at Kolla Innovatives ltd. And its price 37000/-They told about offer components of 3500/-i.e 4gb flash driver, head phones and others. At the time i was sent all the documents to HP company though mail. And i got confirmation from HP team that you will get soon your offer accordingly, But as of now i didnot get my offer. I called so many times to Kolla Innovatiives at visakhapatnam they did not give any reply So kindly help me and give me right suggestion and to whom can i approch. Please do the needfull.
