Defective Cartridge Replacement

Dear Sir,
SUB: Defective Cartridge,
I have purchased HP Deskjet Printer model F4488. I purchased black ink cartridge 818b on 31st January. On installation, It was found defective as it was showing low ink even before printing 1st page. I approached its replacement center Redington in Baroda on 1st of February and lodged the complaint by completing the formality. I was asked to collect the new cartridge within three to seven days. Then when I approached at the end of week, help desk said they have not received cartridge and will take three to four days more. Again, it was extended by five to six days indicating that replacement has not come from HP. Finally on 17th February, replacement cartridge was issued.
However, on defective supplies claim form they indicated as February 17 as date of claim. When I brought this to the customer service manager, she said this is the way it is because HP has replaced the cartridge today. If required, she asked me to contact 1800 425 7737. When I contacted them, the asked to write e-mail.
Questions are:
Does it take 17 days for simple cartridge replacement?
Where is the quality check on original cartridge?
Why the authorised center is hiding their inefficiencies and asking customer to sign on wrong complaint date?
What is the replacement time criteria?
